I believe my timestamp to be the correct one as it's the only one found on the original page including an explicit offset:

"publishedAt":"2018-12-18T14:42:13-0200"

And besides, NSC Total is from the Brazilian state of Santa Catarina which happened to observe daylight saving time (UTC -2 instead of usual UTC -3) around December 2018
