Support for time zones is optional, unless the time zone is reliably identifiable from the source in which case it’s obligatory.

"publishedAt":"2018-12-18T14:42:13-0200"

means 16:42, not 17:42

16:42 is also consistent with the user-visible time when parsed according to the local time zone
