Time is invalid. Actually, it's timezone inside of meta that is invalid. Meta contains timezone UTC+3:30, which stands for Iran Standard Time. Obviously this website has nothing to do with Iran, it's just an error in timezone. You can even see text at the top of the original page saying it's Moscow time ("Московское время"), which is UTC+3.
So keeping time like this may lead to a confusion for the end user.
6.1.2 Date and time: If conflicting dates are stored in multiple places on the source page, preference should be given to the time that is visible to the ordinary user who views the page in a browser.
