In your template, this is tagged as <related> (maybe by detecting any links inside a top-level list), but the text is missing. This implies that any article with a list of links that are *not* related will not only be incorrectly tagged as a related block, but the text will also be missing.
So I think it is best to have this as it is in the source page, as a list with links inside of it, so no information gets lost.

- This is not a "clearly identifyable" related article. It's part of a content in a <ul> tag. While it can be marked as related, it's fine to keep it. Otherwise it might lead to issues with important links marked as related and hence breaking the article structure.
