No IV is generated for a article.
There is no content identified as dynamic.
Let's assume that the editors suddenly start posting similar articles every month.
If editors update it once a week, it does not define it as dynamic content. Why do you classify articles on your own? Telegram will cache them from time to time!

First of all, I didn't classify articles on my own. These articles have its own category set by the website owner. Second, this is a type of article that constantly updated. Thus, dynamic. Third, who said Telegram will cache them from time to time? Have you read the checklist?
"IV pages are cached on our servers. The more time passed since an article was published, the less frequently the cached IV page will be updated. Any pages that update content in real time would subsequently display outdated IV pages to users — which is unacceptable."

Also, it's true that IVs do not handle dynamic pages well. Depending on the case, an IV's cache may eventually not get updated at all.
