- Why this was accepted? It's enough to see that in the original the "very dead" caption is under the next paragraph of text and the text has lost all its margins to see that the HTML code in the original is broken. The second image caption ic_img_secondary is duplicated and the next paragraph of text is also inside this duplicated tag.

This is one-off case of a broken page, we must not resolve authors HTML errors on one-by-one cases!

- Yes, it does look like this specific source page has an issue compared to the other source page you shared, and that template #27 (rather than just template #40) does indeed handle the split screen photo case well for that other page.
As for why it was accepted, note that arbiters are handling cases for all domains. It is important to defend your side of the issue to give your side's context for the specific domain before arbiters decide on the issue. Otherwise arbiters will need to make decisions without knowing that potential context upfront. Of course, there are appeals, but it's better to give your context upfront before an appeal would be necessary.
