This image in original is width="183" height="103" and must be a <pic> because that is its intended view size. By transforming it to a regular image you are misleading the reader and IV that this is a full image, while it is not.
Article authors can and are using lower quality images/icons in this block because they know that it will be viewed as a small picture, not a full-size image.

I'm not misleading the reader here, the full image size is shown on mobile as well. Its size is 590x332 the highest quality image we can get from the srcset
