I think that this URL needs IV.
Blockquote and (internal) iframe provide the same content - link to another article on pcpress.rs.
On your template, all articles with similar content (blockquote and iframe) will have not IV.
My template handles these cases better, all relevant content is preserved and IV generated.
There are many articles like this one and there are no reasons to omit it from IV.
If all main content preserved than is better to generate IV.
We have a different opinion about this case, but @admins can help and make a decision.
