There's no other (correct) way to show photo inside blockquote in IV.
It does not change meaning at all — quote continues just fine after picture.
You're using pic and it's wrong way — it's intended for icons and icons only. You can't zoom in <pic> on end device, picture is missing from all photos list (when you open photo prior to that in blockquote and swipe to see next <pic> would be ignored, only <img>/<video> are shown here).
