- The main goal of this page - is gallery of the page.
So, I write my previous reply:

You can check last photos in it - they were uploaded today
And users can change album, description for this page, add comments.
So, it is totally dynamic content!

- Single-photo pages for images in a gallery that include navigation must preserve this navigation. This shouldn't be a problem for most news-sites.
However, in the case of UGC albums, like this overwatch fan art example, where the album is getting constantly updated, this navigation will become corrupted in the cached previews over time.

I believe the issue was declined by mistake.
The proposed page is not dynamic. It's a page of single individual image from the gallery. It has persistent and unique URL.

Now, the parent page is dynamic:
http://pix.playground.ru/overwatch/
And for it IV should not be generated.
But they are not the same.
