There are:
- link to article category
- link to the article itself
Now look on block that you selected:

There is only a link to the category, and there is no link to the article.
Thats why it missing from IV: no link to the article – no <related> block. In your template, this block shows a link to a category as a link to related article, which is useless, because this link never generates IV
P.S. And this block has been broken since the creation of the article:

- Михаил Комендант makes a good point. The source page seems to have an issue and does not actually include a link to the article.
And yes, since it's just a general category link that would not generate IV either way, even if a template converts it to <related>, the <related> block will not display since the IV cannot be generated for that link.
So it seems okay that it is not handled as <related> here.
