First and foremost, <pic>s are used to represent small images. GIFs are, by definition, animated images (not videos) and as such their representation is not the responsibility of the template author, but of the authors of IV.
I would kindly ask to add support for GIFs in <pic>s, if that is the case. In any case, I thought NO_MEDIA_ERROR stood for something else.
Secondly, <pic> inside <blockquotes> are fully allowed in IV 2.0 and could even be considered recommended because it sticks to the original design. This works well for other pages such as: https://www.politifact.com/facebook-fact-checks/statements/2019/mar/01/facebook-posts/old-meme-wrong-bernie-sanders-resume-financ/

Firstly, You formatted gif image as pic which cause to this problem. Don't treat it as <pic>. Use it as it is.
Secondly, you used pic image inside blockquote which is not allowed at all.
