According to the following discussion in a template I've lost recently due to this -> it is not a related block but a "read more" as the articles falling in the same theme does not mean releated:

"MÊME THÈME" and "MÊME CATEGORIE" is different thing. On your link similar block titled "Dans la même catégorie" and obviously should be removed. In my template it's "More on topic" and all articles are static & related enough.
