Could be marked as related, also, it is a relatively very static block, because it contains links to old articles, 2016-2018 yeas writing. Also it is possible to detect it safety.

- I answered you in your previous issue, but if you're being persistent, I'll just quote the rules:
"It is obligatory to format “Related articles” links using the new <related> tag, provided they are identifiable in the source. "
Those are not and there is no deterministic method to get them in all versions.
Once again: templates should be global, not local.
