I've sent an appeal to that because there is an error in HTML source of the article, it's not a template issue.
Still, even after I've fixed the nested_element_error this page will not generate properly because the original author has introduced an error in HTML part of the blockquote.
In fact, IV can't even get all the page correctly, "<10%" before "столько заявлений об отводах удовлетворяется" is missing even in the Original.
To summarize: Error in the HTML source of the original, not a template issue.

- We reconsidered that decision. The source is broken. It seems it's better to not generate the IV at all (as you did earlier).
