Since for some reason <meta property="og:description" content=""> is empty, the first paragraph is chosen.

I don't see why it's wrong, or how is your description much more helpful:

This is a specific article. But when the <meta description> is missing from any other articles, a correct description is chosen.

This is one of the "make 99% IVs better, and 1% so-so" problems.
