One more proof: Right now on the main page: https://i.imgur.com/9iIqLrE.png "19 минут назад" — "19 minutes ago". Inside the article (http://prizyv.tv/2019/03/mamontenok-vernyotsya-v-palaty/) we see: https://i.imgur.com/Yjsgidd.png "14:00, 11 March 2019". That's a UTC+3. My template has: 11:00, 11 March 2019, UTC time. Everything is correct.
