- You would be surprised. What you are seeing before your very eyes is actually a article-ad towards a premium platform.
Have you checked the links? The only two existing links point toward a login page. The article is made to lead people into a paid service.
Section §2.4: "Inaccessible pages. Pages that are fully or partially behind a paywall. Pages that are only accessible to logged in users, etc." -- this one meets the second criteria.
Please obtain a translated version. Title is click bait ("On profit insider, the chance for business with state debt...") and the only mention (!) about the state debt is in the lead paragraph.
I strongly believe it meets all the criteria for it *not* to be included.
