2) What's wrong with the first link? On this page this link isn't quite related nor it is important. If it won't have an IV, that's fine
3) About the second link - it has been an editor's mistake, this banner is meant to open a specific page, not the same image. Since (1) images won't have an IV and (2) this banner is useless in this state, a reader just won't see anything irrelevant and won't lose any essential information.
