This is not kicker. According to the Checklist ch. 6.1.5 Kicker: "...The kicker property must be set if a kicker is present and its text is actually a part of the title/story." This is not a part of the title.
It's the title of the category/section. So it should be omitted, according to Checklist ch. 6.1.5 Kicker: "..If the kicker represents a regular section or category into which the article falls, it should be omitted."
