It's only one page and it is more similar that the editor was mistaken. Declined by admin It appears that this website doesn't use this formatting in a consistent way. It's acceptable to ignore one-off custom formatting choices that only appear in one article.

It should be either reformatted, or removed. Declined by admin It seems very uncommon for articles on this domain to include attachment downloads. This seems to be a one-off case, especially since this article is from 2013. While it would be nice to support the attachments on this page, this is not a critical issue.
