pdf links should be removed from IV, the purpose of IV is to provide the essential information to user, and pdf files is not a part of it.

These links are essential and we should preserved them, So we shouldn't remove or format them as <related>. Because certainly the .PDF URLs inside <related> will not be display in the IV for users.
Also in many pages, there are some useful descriptions next to these links that should be preserved because they are essential and related to the article content:

- This page seems to be about yearbooks. The PDFs seem to be the actual yearbooks that are being referred to.
These PDFs do seem like essential content. It doesn't make sense to not include them.
