Cover should not have <cite> despite the "span.post-header-image-author" suggests it.

- It is a real cite on almost all pages. Not a problem if site authors use it for caption sometimes. But since there are no other caption tags nearby on such pages, I will change it to <figcaption>, because it is possible based on previous admins decisions.
