Formatting this as related could confuse the reader. It’s not obvious that there is a Czech version (as related block is at the end of the article). If the IV is not generated for that Czech page, the reader won't have the chance to see Czech version.

Also it is not good for the reader to get exactly the same article as ‘related’. Agreed with the reporter here.
