Description handled very bad, and doesn't give any information to user. Checklist say: use subheader or lead paragraph to describe what about article is, so, in this case you should de used lead paragraph or merge text from few first paragraphs.

This type of description can be classified as an invitation to read the article after having read the title of the news.

I think that is legit to use this type of description because:
1) Even if it doesn't describe the article, the link preview makes sense
2) It's used seldom (not routinely)
3) the only methods to detect it are by matching the text or by measuring its length. Both methods are not reliable because the text is written by hand and in many different ways: "Confira a nota na íntegra", "Leia a nota na íntegra", "Confira o edital na íntegra"...
