- I agree that it is caption of image by its meaning, but I think that it is dangerous to process it like figcaption because:
1) it is in free form (just next paragraph with <em>-content), it is even not centered on the page like it goes usually to
2) in this particular case it is located at the very bottom of the page. I can imagine situation when it will be footer of the article on this place with the same style
3) and besides it is understandable to viewer in this particular case that these words relate to image before them
Not worth the candle. If only you can demonstrate that it is not one-time case from year 2017
