I think this is supposed to be a slideshow (yup, with one image) – look at its class. This at least helps to identify this text under the photo as a caption.

- One-time case on a page with strange layout (two similar images and so on) where even on original page viewer don't see that this is the caption because even site itself show them as separated <p>? Is there any other gallery like this on the site? At least with only one image too?
I suppose they just copy this fragment from anywhere outside this time. Even in your template description is bad because contains this so-called-figcaption
