These are two different blocks with **different headers**. Yes, it's ok to combine them, but this way you also remove one of the titles. These blocks can have different meanings, but you just merge them and make users think all these articles belong to one type. These titles are written manually, so they can contain literally anything. I'm sure it's better to remove them at all in order to not misinform anybody.
