IV not generated for target page - static article like page

I don't think that books page needs IV. This page not so static as it seems. When new content from book adds to the site, book page tagged with link to this content. Here's example for page in issue: http://archive.li/tdjUE

It looks more like an Wikipedia article, so would be better to generate this page.
