- It is a valid issue, since no pages of the website will be genereated by this template I think. However, there may be a reason not to decline my template: the markup of the page has change since the time of last commit.
I display pages that has no input type email, because some of the pages of this website require interaction. By the last day of commit there wasn't a "Notify of" block, but during the check of templates, site has added it. I couldn't forecast this(

Also this block is quite strange (English on Russian website) and may be removed... or not(
There is no a single statement in the rules about such a situation, and I hope appeal won't be considered to be bad.

- While the layout of this domain has changed, it will not be possible to restore this template to the contest because the code in this template contains a spacing issue.

The issue is caused by the template using @urlencode along with @remove("%20", ""). This causes spaces to be removed between elements inside paragraphs.
For instance, in the above linked issue, "<a>link</a> <b>bold</b>" is converted to "<a>link</a><b>bold</b>".
This issue in the template code is not fixed in this template 18 as well, and can be seen with this more recent article:
