This page has an unsupported iframe at the bottom, so it shouldn't generate an IV. Some of the links near the bottom were also formatted as Related Articles when they shouldn't be. I think it is ok to leave the actual related articles as text if there isn't a way to reliably extract them without disrupting other page content :)

I agree with https://instantview.telegram.org/contest/seattletimes.com/template32/issue1/. "Seattle is now in its snowiest February on record, and more is in the forecast." seems more like a subtitle for me. What rules say about subtitles: "Few publications actually use subtitles. Somewhat more common are short summary sentences <...> It is **advisable** but not required to represent them as subtitle elements". Moreover, this text is actually describes the slideshow. So, this page doesn't really have a regular text apart from slideshow description and thus slideshow is needless here.

I noticed another issue on this page. Probably this block should be transformed into related articles, because in the current state I can't see the header "Related feature", but what I see are random low-quality picture and random link. In short, you should do something about this bit.
