- a) This is a 2017 article, and I have checked through all of the articles of 2018 - none of them uses this kind of layout.
b) I do not think this kind of "Photo report" pages is the priority for this domain. It often has many heavy images that will probably throw "Pending_too_much", different layout items and etc. I think news articles are a priority instead
c) In the source page, nothing indicates that this <div> is a blockquote, what makes you think so?
