I think its better to make blockquotes <aside> since source page displays them like its <aside>

- <aside> is for pull quotes, i.e. those that (roughly) repeat sentences from the paragraphs below. This is not one of them.
In order to tell pull quotes and block quotes apart, semantics are more important than whatever text-align style is used in the original:
