It's not a "Subscribe to get latest news" form duplicated in every article, it's a form with unique text above (e.g. here https://www.skyandtelescope.com/astronomy-information/ it's different), which offers a reader to download the eBook about meteor showers (main theme of this article). Thus I suppose this content is quite important and no IV should be generated since forms are not supported in IV.

- The "Subscribe to download ebook" form is not essential to the article. It is the same "Subscribe" link on many pages even if the text above is slightly different. It is basically the same as this banner (https://telegra.ph/file/f56ecdffeeb68fe8b95fb.png) that is on every page except written out in text form.
Notice that I did not generate an IV for the other page you linked (https://www.skyandtelescope.com/astronomy-information/) because on that page the form is discussed in the main body text so it is essential. On this page, the main text does not say anything about subscribing or downloading ebooks, so it is rudimentary content and can be removed.
