This is not cover. "We will only accept issues based on absence or presence of a cover image in these cases:

So why it's inappropriate as a cover, if it's displayed on the left alongside text? It's still before text, and wraped inside <figcaption class="figure article-hero thumb-left pure-u-1 pure-u-md-1-3 pure-u-lg-1-3">. That article-hero class speaks for itself.
