The date and time (!) of publication is obligatory for news publications. It must be obtained by any means possible, including meta (!) tags

When both published and modified date are present, we should use published date. In your issue, you urge to use time of article modification in publication date. It is completely wrong because it is two different dates, and the last can differ from the first for dozens of hours and even days.
