Publish time should be in UTC format

"The IV editor‘s ’Preview‘ section will always show the date/time in UTC format, while the ’Original' section may use a different time zone."

As you can see, it doesn't say that we have to convert it to UTC.
Moreover, "preference should be given to the time that is visible to the ordinary user who views the page in a browser."
