“It is obligatory to format “Related articles” links using the new <related> tag, provided they are _identifiable_ in the source.”

In this case it’s a part of a paragraph and the title (“ЧИТАЙТЕ ТАКЖЕ”) isn’t wrapped in any tag. Of course, we can transform it into “Related articles”, but we cannot reliably handle 100% of similar cases, thus I can consider it optional.
