The Instant View Editor uses a three-column layout, so you really want to use it on a desktop screen that's wide enough. Sorry for the inconvenience.

The rules says: "The IV editor‘s ’Preview‘ section will always show the date/time in UTC format, while the ’Original' section may use a different time zone."
There is no "should be in UTC". It only says that Preview will show date/time in UTC
