So does this one. Because on this page, they also use div[has-class("figure")] and div[has-class("figcaption")]

It doesn't happen here because the structure is broken. and it's usually broken, admin can see previous issue about missing few part of article just because of this.
if i'm not mistaken, not once.

I believe we can assume that it is not safe to do figure and figcaption for this domain

I make <figure> and <figcaption> only when the HTML structure is OK. When these divs are nested like .figure/.figure or .figure/.figcaption/.figure I don't create them.
