Abkhazia is placed in UTC+3 (MSK) from 2014-10-26 (according this wiki pages https://en.wikipedia.org/wiki/Abkhazia and https://ru.wikipedia.org/wiki/%D0%92%D1%80%D0%B5%D0%BC%D1%8F_%D0%B2_%D0%A0%D0%B5%D1%81%D0%BF%D1%83%D0%B1%D0%BB%D0%B8%D0%BA%D0%B5_%D0%90%D0%B1%D1%85%D0%B0%D0%B7%D0%B8%D1%8F ), but IV template author placed it in UTC+4. According to checklist 6.1.2: "It is possible for a perfect template to display a date/time that looks different than the original.".
My templates places datetime in correct timezone.

You're wrong. You need to look for time in Sukhumi (Сухум), where their office is located, according to https://sputnik-abkhazia.ru/docs/about/contacts.html.
