The issue you mentioned is about "if IV generated for this page - the title should be the name of the section".

Please provide some information whether IV must be generated.

I've decided not to generate IV for this page because it lacks a title.

"QUOTES OF THE DAY" is name of the site section.
"Instagram post" is only in the <head>, it's not visible to the user.

In my opinion there is nothing "article-like" here.

It's definitely a static page, but what to IV here?

Since quotes of the day aren't the site's main content, it's not critical to not support such pages. So I consider this optional.

That issue was about optional page formatting.
