- Yes it is, but it's not reliably identifiable (no class, id, etc). You can of course do some tricks to still try to detect it and set it as title, but that could create problems (for example, wrong placement of the title, as in your template https://instantview.telegram.org/contest/swp.de/template4/?url=https%3A%2F%2Fwww.swp.de%2Fsuedwesten%2Flandkreise%2Flk-goeppingen%2Furabstimmung-bei-busbetrieben-droht-der-unbefristete-streik_-30040590.html).
In this case I think it's better to leave it as it is rather than do some unreliable identification and endanger content.
