It's not a kicker. Evidence for this:
- The marked element is a <span> which has the class "subHeadline". This indicates it's part of the headline and not a kicker.
- Directly above it you can see the full title the site uses in a smaller font: "Rede an die Nation: Putin warnt die USA mit Ankündigung neuer Raketen"
- The meta tag with the property "og:title" (which other news parsers use to determine what the title is) is also set to "Sparkasse: Unterstützung für Kindergärten".
