These are summary sentences, also they're mostly part of the article, so they could be called as lead paragraphs in many cases. While the case is that, it's more logical to present them as lead paragraphs.
Both of the cases don't require to present them as subtitle. Since they're too long in some articles, it could be a valid issue to present them as a subtitle.
