Just to clarify further. I believe my template handles this properly since a nested blockquote is an error in this original article only. This site never uses a blockquote inside another blockquote, except in this article, and it's not to emphasise a paragraph inside a blockquote. The editor made a mistake to put a blockquote inside a blockquote in this article, and that's it. Follow the link "was hardly arbitrary" in this article which provides more context:
