This source page is definitely a comments section for a specific article. You can see the discussion link in the original article's page.

Comment sections like this are definitely dynamic pages. Note that IVs are cached, so dynamically updated pages, such as comments sections, will always be outdated.

Plus, this IV isn't even showing the comments at all, which is the entire point of this specific source page.

IV for this page should not be generated at all (it's not optional).
