The date and time of publication is obligatory for news publications. It must be obtained by any means possible, including meta tags, etc.
Author not show time for news publication too, you can check:

Time realy don't show on page, but we can parsed from meta tag for news(all page can show time too):
<meta content="2017-07-07T11:39:30+02:00" name="date" />
