We shouldn't generate IV for each TED Talk subsection (there's a lot of garbage that used only inside the UI, actually).
However, I would prefer showing the IV button for the base page (without /recommendations on the end) for links like this one (with an anchor for a appropriate section), if it would be possible to do by IV rules set.
