"If the description in the meta data (routinely) doesn’t describe the contents of the article, your template must create a description using the subtitle or lead section, first paragraph, etc."

It would be ideal if there were no actual description if a source page did not have any actual article text. It's true that meta descriptions are often unreliable, such as in this case.

However, template #31 does not handle these pages at all and doesn't provide a better solution.
